The Association or Federation of Rural Bankers in Pangasinan was in existence since the middle part of 1960's.  It was then perennially headed by the late Atty. Eleno de Guzman, whose children Atty. Melchor (deceased) and now by lovely wife Maribel, Rafael E. de Guzman (deceased) with wife Conchita Rivas de Guzman and Maria Teresa de Guzman with husband Edgar Tan, are separately managing R.B. Burgos, R.B. Mangatarem and R.B. Bani respectively.  The Federation's "parentage" however, based on record is at best uncertain -- probably traceable to the original "PANGASINAN RURAL BANKER'S LEAGUE", organized by the late Atty. Juan Baun of "Kaluyagan Rural Bank (San Carlos)", which Atty. de Guzman subsequently headed.

Years later, the triumvirate of Messrs. Maximo Abesamis, Vicente Jimenez and Jose Acuña invoked to enlarge the membership's participation.  On September 8, 1972, in a meeting attended by representatives of 18 Pangasinan Rural Banks, it was unanimously approved to form a new organization, henceforth to be named "SAMAHANG BANGKO RURAL NG PANGASINAN", embodying therein goals and aspirations of a new and progressive group of Pangasinan rural bankers.  The choice of the name in "Pilipino" was thought significant in itself, being the first association of its kind in the entire Philippines to adopt such an original name.

The three gentlemen then alternately succeeded as presidents of the association.  Many others were subsequently elected as Presidents.

During the incumbency of former Board Member Romy de Leon of R.B. Anda, the association was finally registered with the Securities and Exchange Commission (S.E.C.), thus making same a duly registered non-stock, non profit corporation and is officially named "SAMAHANG BANGKO RURAL NG PANGASINAN, FOUNDATION, INC."

The SAMAHAN has so far produced only one (1) National President, Mr. Eugene Perez, albeit many have been elected as Board of Directors of the Rural Bankers Association of the Philippines (RBAP)
